After World War I, veterans’ organizations lobbied Congress for extra pay to compensate returned soldiers for differences between military pay and the higher civilian pay during wartime. In 1924 Congress approved the World War Adjusted Compensation Act, known as the Bonus Act, to provide World War I veterans with bonuses. The legislation and the subsequent “Bonus March” on the Capitol in 1932 highlighted the Great Depression’s economic impact on veterans, and the act helped lay the foundation for the G.I. Bill of Rights in 1944.

EXPENSES FOR ADMINISTERING CASH PAYMENT
(Bureau of Supplies and Accounts).

Maximum required - $230,000 (*)

(*) will be reduced by $30,000 should it not be necessary to ascertain possible offsets due to clerical errors, or misinterpretation or misapplication of law, which would make inquiries of the General Accounting Office and re-audit of retainer pay accounts in the light of recent decisions a prerequisite to disbursement.

(*) will be further reduced by $100,000 should it not be necessary to recompute retainer pay accounts under the light of recent decisions and certify the result of such computations to the U. S. Veterans' Bureau for consideration in issuing adjusted service certificates.
